Comte Wladimir Lewis-Thomas de Rosier emigrated to the United States from Haiti at the age of eight (8). He joined his family as a result of political turmoil with the government of Francois Duvalier. The family left behind all their procession and began a new life in Brooklyn, N.Y. To honor his family heritage, comte Wladimir Lewis-Thomas de Rosier, adopted the use of the family title that has been in the family since the early part of the 19th Century.
Comte Wladimir Lewis-Thomas de Rosier is a proud graduate of New York City Public Schools. Professionally, comte Wladimir Lewis-Thomas de Rosier is known as Dr. Wladimir Lewis-Thomas. Dr. Wladimir Lewis-Thomas recently retired from the Department of Education after serving for thirty-one and half years. Dr. Lewis-Thomas holds a Bachelor Degree in Psychology, a Master in Psychology, a Master in Psychological Counseling, a Professional Certificate in School Administration and Supervision and a Ph.D. in Education Counseling.
He began his career as a school counselor with the Attendance Improvement/Dropout Prevention Program in Community School District 17 in Brooklyn, NY. His success in raising student attendance as well as student achievement led him to be selected to participate in the School Administration/Supervision Program at CUNY/City College. Upon completion of the program, Dr. Lewis-Thomas was asked to serve as an Assistant Principal at the Bilingual Center/P.S. 189.
In the Fall of 1997, Dr. Lewis-Thomas was asked to join the District 17 staff by the Superintendent, Dr. Evelyn W. Castro as Supervisor of Guidance. He served in that capacity until the reorganization of 2003. Dr. Lewis-Thomas became School Based Services Administrator in Region 6 working with Community School Districts 17, 18 and 22. His role during that time captured much of Dr. James Comer in addressing the holistic development of all students from Pre-k to grade 12 serving 125 schools.
Upon the dissolution of the Regions, Dr. Lewis-Thomas was asked to serve as the first Enrollment Director serving elementary, middle and high schools in Central and Southern Brooklyn. He approached this new phase of the Department of Education in the same manner as always, looking at the totality of students when it came to placement. He created strong relationships with Superintendents, Principals, all school staff and community to ensure that decisions made, served the needs of the community.
His work in forging strong relationships with all stakeholders has impacted school Districts in Queens as well as all school Districts in Brooklyn. Since his return to Brooklyn in 2015, Dr. Lewis-Thomas has work collaboratively to highlight the leadership of school counselors in schools. In addition to his responsibilities with the New York City Department of Education, Dr. Lewis-Thomas has served as an Adjunct Associate Professor at Long Island University-Brooklyn Campus in the Counseling & School Psychology Department since 2010. Dr. Lewis-Thomas is a leader in the Labor Union with the Council of Supervisors and Administrators. It is based on his Union Activism that he has been asked to lead the first ever LGBTQ Association of the Council of Supervisors and Administrators in New York City.
Comte Wladimir Lewis-Thomas de Rosier is married to Philton Lewis-Thomas de Rosier since June 29, 2013. The two met in the Spring of 1989 and have built a successful life together. They reside in a 19th Century Brownstone in Bedford Stuyvesant and have a cottage in Rehoboth Beach, Delaware. They enjoy traveling and spending time with their friends and family.
