Richard David (he/him/his) is the Democratic nominee for Assembly Member in District 31 in Queens, New York. Richard is currently a District Leader in the same district. Most recently, Richard led the government and community relations for portfolio of leading nonprofit organizations across New York City.
Prior to that, Richard was a Chief of Staff at the New York City Administration for Children’s Services, where he managed the creation of standard operating procedures for the agency’s program managers and developed processes to enhance the agency’s relationship with providers. During his time at ACS, Richard helped with emergency background clearances for the successful transfer of young people to serve time closer to home under the ‘Raise The Age’ law.
Richard also served as an Executive Director at the New York City Department of Consumer Affairs, overseeing the launch of the Commuter Benefits Law to ensure large employers offered their staff the opportunity to use pre-tax income for the cost of public transit to lower their federal tax obligation. This common sense program saved a little more on the paychecks of hundreds of thousands of working-class families.
For eight years, Richard oversaw capital and discretionary projects between the City, nonprofits and corporations as a Vice President with the New York City Economic Development Corporation. He managed over 100 agreements that led to the construction of theaters, museums, health, senior and community centers that provide new and expanded programming to communities across the five boroughs. One of the most important was the RISE center in Rockaway which is a beacon of community building, collaboration and education.
Richard was also a Community Board Member for 10 years and co-founded a nonprofit that specializes in services, advocacy and cultural programming for Indo-Caribbean and South Asian residents. He grew the organizations' budget to over $150,000, hired full-time, professional staff and secured permanent space - landmark accomplishments for a community-based organization.
He graduated with a Bachelor’s degree in Political Science from Hunter College and a Master’s in Public Administration from New York University with a concentration in public and nonprofit management.
